Imagine yourself in the heart of Singapore, surrounded by the dazzling skyline of this thriving metropolis. You’re drawn here by the promise of exciting job opportunities and a chance to become the next unicorn. But hold on a moment – before you can embark on your adventure, there’s one crucial thing you need: a work pass

In this blog, we’ll unravel the intricacies of Singapore’s work passes, making sure you’re well-equipped to navigate the path to employment in this bustling city-state. So, let’s dive into the fascinating world of work passes and discover what sets them apart!

Understanding the Requirements for Each Type of Pass

Each work pass has its own set of eligibility criteria, which you need to fulfill in order to be considered. The requirements generally include a job offer from a Singapore-registered company, relevant educational qualifications, work experience, and a minimum salary threshold. It is important to note that different passes have different salary requirements, so you should check the specific criteria for each pass.

In addition to these basic requirements, certain passes may have additional criteria. For example, the Employment Pass has a points-based system that evaluates factors such as salary, educational qualifications, job type, and experience to determine eligibility.

Let’s delve deeper into the requirements for each type of pass to gain a better understanding of what is expected.

1. Employment Pass

The Employment Pass is one of the most sought-after work passes in Singapore. It is designed for foreign professionals, managers, executives, and specialists who wish to work in the country. To be eligible for an Employment Pass, you must meet the following requirements:

  • Hold a job offer in Singapore.
  • Engage in managerial, executive, or specialised roles.
  • Possess acceptable qualifications, typically including a solid university degree, professional certifications, or specialized skills.
  • Receive a fixed monthly salary that aligns with the top one-third of the local PMET(Professionals, Managers, Executives, and Technicians) workforce, based on age categories mentioned later in this article.

Besides, candidates must now pass a two-stage eligibility framework called COMPASS, which evaluates attributes like salary, qualifications, diversity, and support for local employment. Bonus points can be earned for meeting relevant qualifying conditions. These changes reflect the updated EP requirements and assessment process.

2. Personalised Employment Pass

Let’s dive into the Personalised Employment Pass (PEP) in Singapore. This pass targets high-earning foreign professionals who earn a fixed monthly salary of at least $22,500, which is in the top 10% of EP holders. If you’re an overseas foreign professional, your last salary should have been within the past 6 months when you apply.

What makes PEP unique is the flexibility it offers—you can work in various sectors, though some professions like medicine, dentistry, pharmacy, architecture, and law may have additional registration requirements. The best part? You won’t need to go through the hassle of applying for a new pass when changing jobs; a simple notification will do. Plus, you can stay in Singapore for up to 6 months without a job while you search for new opportunities.

3. Entre Pass

This pass allows entry of serial entrepreneurs, high-calibre innovators, and experienced investors looking to operate a business in Singapore that is venture-backed or owns innovative technologies.

Why Get An Entre Pass?

  • Build a new life together with your family in Singapore, subject to criteria requirements
  • EntrePass visa will be granted for up to one year. After which, it is renewable in two-year blocks from the second year onwards
  • Receive support and time to grow your startup
  • Be part of a supportive and vibrant ecosystem aimed to help your startup thrive in Singapore

What Are the Eligibility Requirements for Entre Pass?

  • Started or intend to establish a private limited company that is venture-backed or involved in innovative technologies, registered with ACRA.
  • If your company is already registered, it must be less than 6 months old when you apply.
  • If not registered, you can do so after receiving the outcome of your application.
  • Must meet any of the innovative criteria outlined for entrepreneurs, innovators, or investors listed below.

Entrepreneur

  • Your company has raised $100,000+ from a recognised source like government, VC, or angel investor.
  • Your company is in a recognised Singapore Government incubator or accelerator.
  • You have strong business experience and a track record of launching scalable ventures, aiming to operate an innovative tech or venture-backed business in Singapore.

Innovator

  • Hold registered intellectual property (IP) rights, registered with an approved national IP institution that offers a competitive edge.
  • Engage in ongoing research collaboration with a Singapore Government Agency for Science, Technology and Research (A*STAR).
  • Possess outstanding expertise in a relevant domain for your tech or venture-backed business.

Investor

  • A strong record of accomplishment in investing in and driving the growth of highly scalable businesses.
  • Plans (i.e., quantum, period and pipeline) to invest in other local innovative or tech startups.
  • At least 8 years experience as a senior management professional or executive in a large corporation that can help to scale up local innovative or tech startups.

However, it is important to note that the following businesses are not eligible for an EntrePass:

  • Bars, nightclubs, karaoke lounges.
  • Coffee shops, hawker centres, food courts.
  • Foot reflexology, massage parlours.
  • Acupuncture, traditional Chinese medicine, herbal dispensing businesses.
  • Employment agencies.
  • Geomancy business.

Moreover, we encourage successful applicants to actively contribute to the local startup ecosystem. This can involve hosting or speaking at workshops or webinars, organising deal-making or networking sessions, and offering mentorship to other startups in Singapore.

The Difference Between Employment Pass and Entre Pass

The employment pass and entrepreneur pass are both excellent options, but they suit different people. It would help if you considered the following things:

How are the employment pass and entrepreneur pass similar?

  • Both passes are temporary resident schemes and enable you to live and work in Singapore
  • MOM issues the schemes for up to 2 years, and they are both renewable
  • Both passes expect a company to pay the pass holder a salary

How are the employment pass and entrepreneur pass different?

  • Entrepass holders have to hold at least 30 per cent share of the company
  • Entrepreneur pass holders can only bring in family after one year of doing business in Singapore
  • If your company is under six months old, you can apply for an entrepreneur pass depending on your position
  • If your company is over six months old, you will need to show evidence of business contracts, business expenditure, and revenue

4. S Pass

The S Pass caters to mid-level skilled workers in Singapore, who earn slightly less than EP holders. The eligibility criteria for the S Pass include:

  • Have a job offer from a Singapore-registered company.
  • Hold a degree, diploma, or technical certificate.
  • Demonstrate relevant work experience in the specific job role.
  • Meet the minimum salary threshold, which is currently set at S$2,500 per month.

Compared to the Employment Pass, the S Pass has lower salary requirements and targets individuals with mid-level skills. It is important to note that the number of S Passes a company can apply for is subject to a quota based on the company’s industry and workforce composition.

5. Dependant’s Pass

If you’re considering bringing your spouse to Singapore, the Ministry of Manpower (MOM) issues a Dependant’s Pass (DP) as a relocation visa for eligible family members of individuals holding Employment Passes, S Passes, EntrePasses, or Personalised Employment Passes (PEPs).

These Dependant’s Passes remain valid as long as the primary visa holder actively engages in employment in Singapore. DP pass holders enjoy the privilege of residing in Singapore, entering and leaving the country freely, all without the need to apply for separate entry visas.

Here are the eligibility criteria:

  • You must be legally married.
  • Your unmarried children under 21 years old, including legally adopted children, are eligible for DP.

To bring dependents to Singapore, Employment Pass (EP), Personalised Employment Pass (PEP), and S Pass holders must meet a minimum monthly income requirement of S$6,000. EntrePass holders, on the other hand, must fulfil specific annual business spending and local hiring requirements for their company.

How to Determine the Right Pass for You

Choosing the right work pass relies on various factors, such as your qualifications, experience, and job nature. If you’re a highly skilled professional or executive, the Employment Pass might suit you best. It’s tailored for individuals with specialised skills and expertise, making them highly sought after in their respective fields. This pass provides increased flexibility and benefits, enabling an extended stay in Singapore.

However, if you’re eager to dive into the startup world and eager to contribute your expertise to the local startup scene, you can opt for Entre Pass. It offers support and opportunities to scale your startup and potentially become the next Space X.

Another alternative is to consult with a professional or an employment agency for personalised advice based on your specific circumstances. These experts can provide you with valuable insights and guidance, helping you navigate through the complexities of the work pass application process. They can assess your qualifications, experience, and job prospects to determine the most suitable pass for you.

Additionally, it is crucial to stay updated with the latest regulations and changes in the work pass system. The Ministry of Manpower regularly reviews and updates the eligibility criteria and requirements for each pass category. By staying informed, you can ensure that you are aware of any changes that may affect your work pass application.

How to Apply and Obtain a Work Pass

Once you have determined the right work pass for you, the next step is to submit your application. The process usually involves applying online through the Ministry of Manpower (MOM) website. You will need to provide relevant documents such as:

  • A copy of your passport page
  • A verified copy of your academic qualification
  • Evidence of endorsement from a Singapore-based company
  • A tenancy agreement of the place of business in Singapore
  • A photograph of the applicant’s face
  • A thorough outline of the applicant’s job duties
  • Copies of your educational certificates

It is important to ensure that all the required documents are complete and accurate before submitting your application. Any discrepancies or missing information may result in delays or even rejection of your application. It is also advisable to check the MOM website for the most up-to-date application instructions and requirements.

What to Do if Your Work Pass is Rejected or Denied

Due to the overwhelming amount of work pass applicants, the government sets quotas to counter overpopulation issues, leading to frequent situations like this one. However, it is not the end of the road. You have the option to appeal the decision or reapply with additional documentation or explanations.

Before taking any action, it is crucial to evaluate the reasons for the rejection and seek professional advice if necessary. An experienced employment agency or immigration specialist can assist you in understanding the reasons for the rejection and guide you on the best course of action.
